Civil services Exam is the most sought – after exam in India. It doesn’t loose its charisma and glamour even in the post – liberalization era. On the contrary, it’s popularly is ever increasing, which id readily manifesting in the burgeoning number of applicants year after year. The Simple reason fir this is increasing awareness. For a long time since pre-Independence era, up to three decades hack, the elite could only able to afford this exam, During the British Period; a lot of sanctions were there against Indians, to prevent them from entering the portals of the Civil services.In those days, defying these Sanctions, and getting into the Covenanted Services was |
an uphill tasks for the Indians. Though a few highly educated Indians could never imagine even in his wildest dreams to get into those services. After independence, though our Constitution, thrown open all the opportunities for any citizen, the English education elite still continued to benefit from this exam. With the increasing awareness among the youths of India, and due to praiseworthy measures taken by the U.P.S.C., however this trend is reversed, at least during the past three decades. Now this exam really assumed the all inclusive character, with the widening recruitment base.
Watch Dog of the Merit System
The Union Public Services Commission is the Central recruiting agency in India. It is an independent Constitutional body which has been directly created by the Constitution (Article 315 to 323 in Part XIV). The Constitutional provided enough safeguard to ensure the independent and impartial functioning of the U.P.S.C., It is free and fearless in its functioning and it has no need to act according to the whims and fancies of any external authority. The Constitution visualizes the U.P.S.C., to be the Watchdog of the merit system in India. Though it has prescribed functions and power its role is limited, and recommendations made by it are only of advisory nature. With these checks and balances which ensure smooth functioning of the U.P.S.C., it functioned, since its inception, in a laudable manner. Unlike its counterparts in many states, it has an impeccable record. So any person, from any walk of life with any person, from any walk of life with any social and educational background can take this exam without any apprehensions about the fairness of the system. Through the recruitment is dwindling year after year, the fact that the increasing number of candidates filling up the form for this exam every year, itself shows how reliable the system is. |
